  St Helena Government says non-visa nationals may arrive without an advance short-term entry permit and that the permit is issued at the border. The arrival-issued permission is normalized as visa_on_arrival, while retaining the authority’s own non-visa terminology.
  - This is not a literal visa-on-arrival: it is the current arrival-issued Short Term Entry Permit normalized to visa_on_arrival because the applicable visitor permission is issued at the border.
  - The Government’s current policy expressly defines non-visa nationals against its Annex 3 visa-national schedule and says they can arrive without an advance short-term permit; this policy uses that stated complement rather than omission alone.
  - The permit may be granted for a visit not exceeding 183 days. It requires a valid passport, intended departure, pre-arranged accommodation, sufficient funds and medical-evacuation insurance; the current stated entry fee is GBP 20.
  - The immigration officer retains discretion. Criminal-conviction, passport-validity, health, admission, work, residence, long-term, landing-permission, transit, crew, diplomatic, official, service, special-document, St Helenian-status, and Ascension or Tristan da Cunha arrangements are excluded. British nationality or status categories other than the catalog’s ordinary GB passport are also outside this baseline.
