## Evidence timeline

- **Current official route — Other foreign ordinary passports: Dili airport or seaport visa on arrival** (Visa on arrival)
  The current Customs Authority page states that nationals of other countries may apply for a visa on arrival only at Dili International Airport or Dili Sea Port. This residual policy excludes the operative EU–Timor-Leste waiver cohort.
  - For every listed foreign passport not separately exempt, the current ordinary visitor route is a visa application on arrival only at Dili International Airport or Dili Sea Port. This policy is not a nationwide or land-border VOA finding.
  - Indonesian nationals may apply on arrival at any border post, including land crossings, Dili International Airport and Dili Sea Port. All other listed passports arriving at a land border must first obtain a Visa Application Authorization, present it to Immigration, and then receive a visa on payment; this advance-authorisation route is not normalized as eVisa or an unrestricted VOA.
  - The current page requires an arrivals card, genuine tourist or business purpose, sufficient funds, accommodation arrangements, a travel document valid at least six months with an unused visa page, onward/return arrangements, and USD 30 cash. Immigration may refuse applicants who do not meet requirements.
  - The Act gives tourist visas a 30-day validity, single entry, and one equal extension; a trip to or from Oe-Cusse Ambeno permits multiple entries. Tourist visas do not authorize professional activity.
  - Does not decide residence, work, business class II, transit, airport-transit, Oe-Cusse border-pass, visa-support/advance mission procedure, diplomatic, official, service, special-document, citizenship, security, health, criminal-history or case-specific admission treatment.
