## Evidence timeline

- **Current official route — Uruguay: named and explicit-residual ordinary passports require advance visa** (Visa required)
  The current Ministry of Interior schedule expressly marks these ordinary passports as needing a visa or, for passport issuers not in its named exemption list, applies its explicit rule that the remaining countries need a visa. The normalized baseline is visa_required: the official process is consular and advance, not eVisa or visa on arrival.
  - The schedule footnote says these marked (5) require prior authorization. The policy remains visa_required whether the authority labels the advance route as prior authorization or consular visa.
  - Palestine’s ordinary-passport row says admission is granted with prior consultation; the Foreign Ministry’s current prior-consultation process is a consular visa process, so it is likewise normalized as visa_required.
  - The Foreign Ministry says a tourist-visa applicant must request a consular interview in advance; after authorization the visa is stamped in the passport. An appointment, form, document upload or processing inquiry is not an eVisa.
  - Taiwan’s row says a travel certificate has been required since 5 December 2018; this does not establish a visa-free, eVisa or visa-on-arrival route.
  - The schedule lists conditional visa exemptions for specified Dominican and PRC passport holders with valid third-country visas and port restrictions. Those conditional third-country-document routes are excluded and do not alter this nationality-only baseline.
  - Residence, work, study, transit, crew, diplomatic, official, service, refugee, stateless, special-document and final-admission cases are excluded.
