- **Current official route — Nepal: ordinary passports eligible for tourist visa on arrival** (Visa on arrival)
  Nepal's current tourist-visa guidance and TIA's exhaustive exception list support visa on arrival for all listed foreign ordinary passports except India and the twelve prior-visa nationalities.
  - For ordinary short-visit/tourist treatment, TIA facilitates visa on arrival; the listed twelve nationalities in the separate prior-visa policy are expressly ineligible for arrival issuance, and Indian citizens are visa-free.
  - DoI's online tourist form may be completed before arrival or at airport kiosks, then the traveller pays at the counter and the immigration officer issues the visa. This is arrival processing, not a nationality-wide eVisa classification.
  - Tourist visa-on-arrival options are 15, 30 or 90 days; tourist stay, including extensions, is subject to Nepal's stated visa-year limits and immigration determination.
  - SAARC nationals Bangladesh, Bhutan, Maldives, Pakistan and Sri Lanka receive a gratis visa for up to 30 days on their first visit in a visa year; this is a fee-free visa on arrival, not no-visa admission. Afghanistan remains a named arrival-visa exclusion.
  - China, child, NRN-card, diplomatic, official, service, residence, work, study, transit, crew, special-document and case-specific rules are not flattened into this ordinary-passport nationality result.

  Nepal grants these non-Indian, non-Afghan SAARC citizens a gratis visa for up to 30 days on the first visit of a visa year.
  - This is a fee-free tourist visa, not no-visa entry, and is limited to up to 30 days on the first visit in a given visa year.
  - Afghanistan is a SAARC member but is expressly ineligible for visa on arrival and is therefore excluded from this group; Indian citizens are separately visa-free.
