  The National Migration Directorate's current tourist-entry table directly marks these nationalities 'REQUIERE VISA', except that the Foreign Ministry's current country-requirements page supplies the explicit unlisted-country visa rule for China. The Foreign Ministry describes the regular consular application and treats arrival issuance for other visa-required nationalities as exceptional and pre-approved; this is normalized as visa_required, not eVisa or a nationality-wide visa-on-arrival route.
  - The regular route is an online application reviewed by the relevant Paraguayan consular office, followed by the Ministry's communicated consular appointment. An online form does not establish an eVisa.
  - The National Migration Directorate's combined 'China/Taiwan' row cannot safely be used for the People's Republic of China code. The Foreign Ministry instead expressly lists Taiwan as visa-free and says an unlisted country requires a visa, establishing the China code's advance-visa baseline.

## How to apply

The Foreign Ministry recommends applying at least 30 days before planned travel; no uniform approval time is promised.

1. Complete the Foreign Ministry's digital visa application and upload the requested supporting documents.
2. Wait for the responsible Paraguayan consular office to review the application and communicate any additional documents or an interview appointment.
3. Obtain the visa through the regular consular process before travel; admission remains for migration authorities at the border.
