- **Current official route — Guam and CNMI: Canadian citizen visitor no-visa route** (Visa-free)
  The U.S. State Department states that Canadian citizens travelling to the United States do not require a nonimmigrant visa, subject to its listed non-visitor and inadmissibility exceptions. This applies to ordinary Canadian visitor passports for Guam and CNMI and is normalized as visa_free.
  - This is not ESTA, VWP or G-CNMI VWP. It is limited to ordinary short visitor travel and remains subject to U.S. immigration law, inspection and admissibility.
  - Canadian official, treaty-trader/investor, K, S and other specifically listed non-visitor purposes require visas; permanent residents of Canada are not Canadian citizens for this rule.

- **Current official route — Guam and CNMI: Canadian, Compact and U.S. ordinary passports** (Visa-free)
  Federal law explicitly gives Canadian citizens and eligible FSM/RMI/Palau Compact citizens no-visa treatment; a U.S. passport holder is not an alien.
  - For Canada, the exemption is for Canadian citizens, not Canadian permanent residents; E, K, S and V classifications are excluded.
  - For FM, MH and PW, this is an eligible Compact-citizen route, not one for every country-issued document. RMI citizenship/acquisition, passport-sale and adoption exclusions; FSM spouse/child exclusions; and Palau official-passport conditions remain material.
  - Inspection, admissibility, work, residence, crew, transit, official/special documents and final admission remain outside these visitor baseline policies.
