## Evidence timeline

- **Current official route — Cuban ordinary passport: Panama stamped visa required** (Visa required)
  Panama first placed Cuba in the stamped-visa category in 2015. The subsequent Tourist Card route was removed in 2021, and SNM’s 2024 notice still describes the Cuban stamped-visa process.
  - This is an advance stamped consular visa, not an eVisa, ETA, visa on arrival, online appointment or Tourist Card. The 2024 notice says the online appointment request was disabled while the process was being addressed; it does not announce a nationality exemption.
  - The 2017 amendment modifies Article 2 of the 2015 decree. The 2018 Tourist Card and the 2019 stamped-visa procedure form part of the later history; Executive Decree 88 removed use of the Tourist Card in 2021.
  - The official sources do not provide an accessible consolidated in-force nationality register. The legal chain and the 2024 operational notice support this policy at medium confidence; recheck for later repeal or amendment before promotion.
  - Third-country visa/residence routes, transit, work, residence, diplomatic/service/special documents and individual admission are outside this ordinary-passport baseline.
