  The reciprocal EU–Palau agreement covers citizens of Cyprus even though Palau's live Schengen-contracting-state list omits Cyprus.

  - Paid activity is excluded, and ordinary border-entry conditions and refusal powers remain applicable.
  - The treaty is controlling legal evidence for Cyprus; the Immigration page's separately worded Schengen list does not repeal or narrow it.
