## Official evidence timeline

- **Current official route — Cuban ordinary passport: Panama stamped visa required** (Visa required)
Panama first placed Cuba in the stamped-visa category in 2015. The subsequent Tourist Card route was removed in 2021, and SNM’s 2024 notice still describes the Cuban stamped-visa process.
  - This is an advance stamped consular visa, not an eVisa, ETA, visa on arrival, online appointment or Tourist Card. The 2024 notice says the online appointment request was disabled while the process was being addressed; it does not announce a nationality exemption.
  - The 2017 amendment modifies Article 2 of the 2015 decree. The 2018 Tourist Card and the 2019 stamped-visa procedure form part of the later history; Executive Decree 88 removed use of the Tourist Card in 2021.
  - The official sources do not provide an accessible consolidated in-force nationality register. The legal chain and the 2024 operational notice support this policy at medium confidence; recheck for later repeal or amendment before promotion.
  - Third-country visa/residence routes, transit, work, residence, diplomatic/service/special documents and individual admission are outside this ordinary-passport baseline.

- **Current official route — Dominican Republic ordinary passport: Panama stamped visa required** (Visa required)
Panama’s 2015 stamped-visa classification remains the direct baseline after the later Dominican Tourist Card was removed by Executive Decree 88 in 2021.
  - This is an advance stamped consular visa baseline, not an eVisa, ETA, visa on arrival, online appointment or Tourist Card.
  - The 2017 amendment modifies Article 2 of the 2015 decree. The 2019 Tourist Card was an intervening document route, and Executive Decree 88 removed its use in 2021.
  - The official sources do not provide an accessible consolidated in-force nationality register or a later Dominican-specific operational notice. This legal sequence supports a medium-confidence correction, with mandatory recheck for later repeal or amendment before promotion.
  - Third-country visa/residence routes, transit, work, residence, diplomatic/service/special documents and individual admission are outside this ordinary-passport baseline.

- **Current official route — Venezuelan ordinary passport: Panama stamped visa required** (Visa required)
Executive Decree 77 of 2022 directly requires Venezuelan nationals entering Panama to request a stamped visa at a Panamanian consular office.
  - This is an advance stamped consular visa requirement, not an eVisa, ETA, visa on arrival or online filing classification.
  - The decree directs application at the Panamanian consular office where the traveller is located, under the stated migration procedures.
  - The official sources do not provide an accessible consolidated in-force nationality register. No later repeal or amendment was identified in the reviewed official sources; recheck remains required before promotion.
  - Third-country visa/residence routes, transit, work, residence, diplomatic/service/special documents and individual admission are outside this ordinary-passport baseline.

- **Current official route — Turkish ordinary passports: visa-free short visit** (Visa-free)
Türkiye's current MFA table explicitly records the listed ordinary Turkish passports as visa-free for the stated short visitor scope.
  - Palestinian access is stated visa-free by the destination, but the MFA says Turkish citizens normally need an Israeli visa to reach it; the Egypt-to-Gaza exception is separate.
  - Syria is visa-free according to the MFA table, but ordinary-passport holders pay a border fee on arrival; the fee is not a visa-on-arrival classification.
  - Tunisia and Ukraine are visa-free up to 90 days; Bosnia and Herzegovina is visa-free for no more than 90 days in 180; Panama is visa-free for three months.
  - This does not establish residence, work, special-document, route, security or final-admission treatment.

- **Current official route — Russian ordinary passports: Panama visa-free short visit** (Visa-free)
The current Russian MFA passport-type table records visa-free travel for an ordinary Russian passport to Panama for up to 90 days in 180 days.
  - The ordinary-passport table states 'без визы до 90 дней в течение 180 дней' (visa-free up to 90 days in 180 days).
  - This does not normalize residence, work, transit, special passports, document requirements, individual admission decisions or Panama's separate entry conditions.

- **Current official route — United States ordinary passports: specified visa-free short visits** (Visa-free)
Current State Department entry guidance establishes visa-free visitor access for the listed destination-specific ordinary U.S. passport scopes.
  - Visitor/tourism scope only; work, residence, transit, special-document, dual-nationality and final-admission rules remain outside this classification.
  - TN: up to 90 days; UA: up to 90 days in 180, with health-insurance and funds requirements; VG: 30 days or less; PA: 180 days; BA: 90 days in six months.
  - For UA, visa status does not establish border accessibility or override martial-law, carrier, registration, document and security conditions.

  - Sea arrivals other than cruise ships require a visa; cruise/Panama Canal and over-three-month rules are separately qualified. Immigration discretion and final admission remain applicable.
