  The Immigration (Passports) Order establishes this foreign ordinary-passport visa-required baseline. A situational ISS alternative is available where a visa-required-country national cannot apply at a Guyanese mission: approval is obtained before travel and the visa is issued at the port of entry, which is visa_on_arrival rather than eVisa.
  - This is the ordinary-passport nationality baseline. It does not guarantee admission or remove immigration-officer discretion.
  - The official ISS visa-on-arrival alternative is situational, not a nationality-wide baseline: the traveller must be unable to apply at any Guyanese diplomatic mission. Those able to use a mission obtain a consular visa before travel.
  - The statutory residual group excludes a scheduled passport country, a reciprocal visa-free Commonwealth route, an individual ministerial exemption, or a visa-abolition agreement in force. No unverified exception is assumed.
  - Guatemala, Honduras and Mexico have published U.S.-permanent-resident or valid U.S., Canadian or Schengen-visa alternatives. Those document- or residence-conditioned exceptions are preserved and do not make their ordinary nationality passports visa-free.
