  Current Finnish Foreign Ministry guidance requires an ordinary-passport tourist to hold an electronic visa before arrival in Iraq.
  - A tourist using an ordinary Finnish passport must obtain the electronic visa before arriving. The Finnish guidance directs applicants to Iraq's eVisa service and says the rule also covers travel solely to the Kurdistan Region.
  - Work, residence, special passports, transit, carrier rules and final admission remain separate.

1. Apply for the electronic visitor visa before travel using the ordinary Finnish passport to be used for entry.
2. Carry the issued eVisa information and comply with carrier and final-admission requirements.
