## Evidence timeline

- **October 2, 2026 — Montenegro: Kazakhstan prior-visa baseline from 2 October 2026** (Visa required)
  After the specific seasonal exemption ends on 1 October, the MFA's express Kazakhstan visa requirement and the regulation's Article 4 baseline apply to ordinary passport-only visitors. This confirms the existing future override from 2 October 2026.
  - The visa is issued through a diplomatic or consular mission. The Kazakhstan page identifies the Bulgarian embassy in Kazakhstan as an alternative where the traveller cannot approach a Montenegro mission; no electronic-issuance route is established.
  - Article 7 separately allows qualifying holders of valid Schengen, Australian, Japanese, Canadian, New Zealand, Irish, US or UK visas, qualifying residence permits, or APEC business travel cards to use its document-conditioned route for up to 30 days and no longer than the supporting document remains valid. This does not make a Kazakh ordinary passport alone visa-free.
  - Article 12c prevents exemptions being regulated by special government acts from 31 October 2026, and seasonal exemptions from 1 October. It does not expressly replace the specific Kazakhstan decision's endpoint; this policy preserves the published 1 October endpoint and the existing 2 October baseline.

- **May 1, 2026 – October 1, 2026 — Montenegro: Kazakhstan seasonal waiver through 1 October 2026** (Visa-free)
  The adopted 2026 decision and current Kazakhstan guidance allow entry, transit and stays up to 30 days without a visa with a valid Kazakh travel document from 1 May through 1 October 2026.
  - Allowed stay: **Up to 30 days during the 1 May–1 October 2026 seasonal waiver**
    - The source gives a seasonal entry, transit and stay window, not an exemption beyond its endpoint.
  - This ordinary-passport visitor policy is limited to the stated seasonal window and requires a valid travel document.
  - The MFA's general document rule requires issuance within the preceding ten years and validity for at least three months after planned departure, subject to its stated emergency exceptions.
  - The 30-day limit does not establish a right to continue this seasonal exemption beyond 1 October 2026; work, residence and final admission are separate matters.
