  The current MFA E-Visa eligibility endpoint returns ONLY_CONSULATE for these ordinary-passport tourism/relatives queries.
  - Sudan and Togo also appear on the MFA's published invitation-only list. Kosovo is consulate-only in the live checker but is not named on that list.
