  For the listed ordinary passports, the current order requires a valid French visa because they are neither free-movement beneficiaries nor ordinary-passport entries in the exhaustive Saint-Martin Annex II waiver list.
  - This is the ordinary-passport, short-visitor baseline: the order requires a valid French visa where the Annex II waiver does not apply. The territorial visa is a French visa sticker bearing the collectivity for which it is valid, not an eVisa or standard visa on arrival.
  - A qualifying current French or fully Schengen-applying-state residence permit or long-stay visa can independently waive the Saint-Martin visa for up to 90 days in 180; that document-conditioned route is deliberately not normalized into these passport rows.
