## Evidence timeline

- **May 28, 2015 — Covered EU ordinary passports gained Dominica short-stay access** (Visa-free)
The reciprocal EU–Dominica agreement is provisionally applied from 2015-05-28; no final entry-into-force notice was located in this review.
  - The waiver is limited to valid ordinary passports and short stays of no more than 90 days in any 180-day period.
  - Paid activity is excluded, and ordinary entry conditions and refusal powers continue to apply.
  - Ireland is outside the agreement.

- **Current official route — Named ordinary passports: statutory no-visa visits** (Visa-free)
The 2019 Visa Exemption Regulations expressly exempt these named ordinary-nationality passport holders from the visa default for visitor stays not exceeding six months.
  - S.R.O. 37 of 2019 establishes the visa default and expressly names this ordinary-passport cohort for visits not exceeding six months.
  - The current Government guidance confirms a no-visa route but describes some named countries as three-month visitors rather than six-month visitors. Status is supported; the conflicting duration must be checked with Immigration before travel.
  - The 2025 and 2026 official amending PDFs establish that the 2019 Regulations have been amended, but the publicly accessible PDFs truncate before the inserted text. They are not used to infer any additional ordinary-passport nationality or duration.
  - The online ED Card is a free Immigration and Customs declaration, not an ETA or visa. Visa-free status does not remove border, health, customs, security or admission requirements.
  - This policy excludes residence, work, study, crew, diplomatic, official, service, special-document, and other non-short-visitor routes.
