  Montenegro's current MFA page says its citizens need a Cuban visa and directs tourist applicants to Cuba's online eVisa service.
  - Use a valid ordinary Montenegrin passport. Apply for the tourist visa through the cited eVisaCuba service; the MFA says the procedure is completed online and the approval code is entered in Cuba's separate D'Viajeros form before travel.
  - The page notes that selecting the Cuban Consulate in Belgrade is only available where the applicant or agency is located in Serbia and pays from a Serbian account. Other processing-route constraints, purpose, duration, work, residence, carrier rules and final admission remain separate.

- **Current official route — Cuba tourist eVisa: live non-risk nationality schedule** (eVisa)
  For the named active nationalities that the current Cuban Foreign Ministry eVisa schedule neither marks visa-exempt nor risk-routed, the ordinary tourist request remains available through eVisa-Cuba and the issued visa code is sent by email before travel.
