  The current Parliament-hosted regulations issue a visitor visa upon arrival to citizens of countries with RMI diplomatic ties. Nepal’s current Foreign Ministry bilateral-relations dataset directly records the RMI relationship; the ordinary visitor route is therefore visa_on_arrival.
  - A visitor visa is issued upon arrival under regulation 7 only after the Director is satisfied about the return ticket, local address, and any other necessary information.
  - The visitor visa is valid for 90 days under regulation 7; issuance and final admission remain subject to immigration clearance and the Director’s statutory discretion.
