## Evidence timeline

- **Current official route — Other foreign ordinary passports: conditional 21-day tourist exemption** (Visa-free)
  The current Government entry guidance expressly says any bona fide tourist or transit passenger with a return ticket may enter without a visa when the Immigration Officer is satisfied that the stay will not exceed 21 days.
  - This is an express, conditional short-visitor route: the traveller must be a bona fide tourist or in transit, possess a return ticket, and satisfy the Immigration Officer that the intended stay does not exceed 21 days.
  - The status does not establish a stay longer than 21 days, work, study, residence, crew, diplomatic, official, service, refugee, stateless, special-document or other purpose. The Immigration Officer retains the stated satisfaction test.
  - The 2019 statutory default requires a visa unless an exemption applies. The currently accessible Government guidance independently reproduces this all-tourist 21-day exemption; it is not inferred from visa-form availability or nationality-list omission.
  - The 2025 and 2026 amendment PDFs are published but truncate before the inserted provisions. No claimed status relies on guessing their nationality or document scope; their existence is a material recheck risk.
  - The online ED Card is a free Immigration and Customs declaration, not an ETA or visa.
