## Evidence timeline

- **Current official route — Russia, Türkiye, and Ukraine: SAE electronic authorization for air visitors** (ETA)
  Russian, Turkish, and Ukrainian ordinary passport holders may obtain the SAE pre-travel electronic authorization to fly to Mexico as non-remunerated visitors, instead of first obtaining a Mexican visa.
  - SAE is an air-only pre-travel authorization for a visitor without permission for remunerated activities; travel by land or sea requires a Mexican visa under INM's current SAE guidance.
  - The traveller needs a valid passport, an approved authorization, a participating airline, and a printed authorization for airline and migration checks. Approval does not guarantee admission or the period authorized at entry.
  - The INM central SAE page says the authorization is valid for 30 days and one entry. A current Mexican consular post in Milan instead states 180 days and one entry; the validity conflict is recorded here and the central INM statement is used operationally pending clarification.
  - A valid visa of Canada, Japan, the United States, the United Kingdom, or a Schengen country, or permanent residence in the listed countries (including Chile, Colombia, and Peru), is a separate alternative to both Mexican visa and SAE for a visa-required national.
  - This policy does not establish residence, remunerated activity, ordinary visa-free entry, or a rule for diplomatic, official, emergency, refugee, or other special travel documents.

## How to apply

Follow the current instructions on the official portal.

1. Complete the INM electronic-authorization request with the valid ordinary passport.
2. Print the approved authorization before presenting at the participating airline's check-in counter.
3. Present the authorization and passport for Mexican migration inspection on arrival by air.
