  PICA's current country table requires a visa for these ordinary-passport cohorts and does not give them the port-of-entry visa route; the MFAFT-hosted Immigration Unit listing expressly supplies Timor-Leste as PTA.
  - For Albania, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Honduras, Kazakhstan, Moldova, Montenegro, North Macedonia, Romania and Serbia, PICA's country-specific text gives a narrow visa waiver for a tourist stay of 30 days or less only when the traveller holds the named valid United States, Canadian, United Kingdom or Schengen visa, with listed vaccination evidence where required. That is a third-country-document condition, not passport-wide visa-free access or a Jamaican visa on arrival.
  - Kosovo's PICA row requires both a visa and an Affidavit of Identity. Haiti and Cuba retain the table's diplomatic/official passport exceptions, which do not alter their ordinary-passport prior-visa classification.
  - The current PICA row for the United Arab Emirates says visa required. A 2019 MFAFT announcement described an interim UAE port-of-entry arrangement pending an online system; the later live PICA table is used as the current operational rule, and this historical discrepancy is retained in the related snapshot conflict.
  - MFAFT instructs a person whose passport nationality requires a visa to apply at the Jamaican consular post where they live or the nearest one. Visa possession does not guarantee admission; purpose, work, residence, transit, document and immigration-admissibility rules remain separate.
  - MFAFT separately says a person visiting as part of a cruise does not need a visa, while an unrecognised-country national needs an Affidavit of Identity. This travel-mode or document exception is not a passport-wide ordinary visitor status and does not change this cohort.
  - No generic eVisa or ETA is inferred from the availability of consular processing. This policy does not establish treatment of special, diplomatic, official, refugee, alien, emergency, travel-document, crew, or resident classes.
