  - The current Revenue page supplies the complete residual rule: citizens of all other countries need visas before arrival.
  - The Ministry of Foreign Affairs checklist expressly identifies an Entry Visa for Non-Waiver Countries issued as a letter before arrival. This is an advance visa route, not electronically issued eVisa or walk-up visa on arrival.
  - The legacy 2018 Embassy list names several additional visitor-arrival countries but does not reconcile its broader list with the central 2025/2026 sources; it is not used to widen the current cohort.
