- **Current official route — Other foreign ordinary passports: visitor permit at entry** (Visa on arrival)
  Tuvalu's current Immigration Act and Regulations directly establish a visitor-permit route for any visitor at entry. Excluding the directly waived EU and New Zealand cohorts, it is normalized as visa on arrival rather than visa-free.
  - This is an express destination-wide statutory visitor-permit route, not a complement inferred from a nationality list or an application form. Every overseas air or sea arrival must appear before an immigration officer; the Regulations' Conditions of Entry say that, absent an exempt category or already-obtained enter-and-reside permit, a visitor requires a Visitor's Permit and the officer permits entry for up to 30 days.
  - The immigration officer has discretion and must be satisfied about an onward ticket or other means of travel to a country the visitor can enter, and the visitor cannot exceed three months in the preceding 12 months. The permit is not automatic admission.
  - The visitor permit normally allows at most 30 days; ordinary visitors may not work, conduct business, study or proselytise. A separate special endorsement or permit-to-enter-and-reside process applies to employment, business, study, residence and other non-tourist purposes.
  - The Schedule 1 fee list distinguishes fee treatment only. It does not create an additional visa-free nationality cohort; likewise, arrival and departure cards are separate border declarations, not an ETA or visa route.
  - This policy does not decide section 7 individual exemptions (armed forces, diplomats, government employees, related families, specified Ministerial groups or seamen), citizenship, diplomatic, official, service, special passports, transit, crew, residency or third-country-document conditions.
