    Cook Islands: ordinary short visitor permit granted on arrival

    Cook Islands Immigration exempts short visitors without continuing rights from an advance visa, but requires an arrival report, arrival card and a visitor permit granted on arrival. The arrival-issued permit is normalized as visa_on_arrival.

    • This policy applies only to a person without Cook Islands continuing rights who travels as a short visitor for an allowed visitor purpose. It is not citizenship, permanent-residence, work, study, special-entry, transit, crew, cruise-only, or special-document treatment.
    • The Regulations exempt the visitor from obtaining a visa but make the exemption conditional on reporting on arrival, completing an arrival card, and being granted a visitor permit on arrival. The arrival-issued permission controls this project’s normalization as visa_on_arrival rather than visa_free.
    • New Zealand citizens travelling on New Zealand passports have visitor scope below 90 days; other international visitors have visitor scope below 31 days. No unstated duration or Australian-specific duration is inferred from amendment material.
    • Entry remains conditional on acceptable identity, character, health, sufficient funds or sponsorship, and onward travel. Arrival grant is not guaranteed.
    • No current official source establishes an ETA, eVisa, or advance-visa requirement for this initial ordinary short-visitor route. Online application links and emailed visa letters concern other, extended, or already approved visa-and-permit classes and are not reclassified here.
    • Cook Islander and permanent-resident continuing rights depend on status/document evidence, not a catalog passport code. The separate 72-hour crew and cruise permit waivers are outside ordinary short-tourist scope.
