Complementarity beats two high scores.
Japan and the United Arab Emirates each has broad access on its own, but the pair wins because their exceptions overlap less than other pairings. Rwanda adds seven destinations that remain outside the pair's easy-access set, which is enough to make the triple the sole leader.
Here, “easy access” includes citizenship, visa-free entry, ETA, and visa on arrival. eVisas, traditional visas, and entry restrictions remain visible in the destination tables but do not count. The displayed score is one below the raw coverage total because the scoring method normalizes one home destination.
No editorial tie-breaker.
The analysis evaluated all 19,701 unique pairs and 1,293,699 unique triples. For each destination it retained the easiest category available from the passports in that set, then counted the destinations meeting the easy-access threshold. All tied maxima are counted; the current pair has 1 winner, and the triple has 2.
