These ordinary-passport nationalities are absent from the current territorial visa-waiver list. American Samoa Immigration requires an approved 30-day visitor permit before travel; the non-waiver route is a sponsor-filed, in-person Immigration application, so it is normalized as visa_required rather than eVisa or arrival issuance.
- This is an ordinary-passport short-visitor baseline. The current territorial visa-waiver list is disjoint from this exact cohort; no mainland-US ESTA or federal visa classification is imported.
- A traveler without a valid US visa, US visa-waiver-country citizenship, or green card needs an eligible local US-citizen-or-national sponsor to file the application in person at American Samoa Immigration, pay USD 40, and provide the stated passport, return-ticket and police-clearance materials.
- The non-waiver application must be filed in person 3–5 business days before travel; after it is processed and paid, the sponsor sends the approved permit copy to the traveler, who must hand-carry it and present it on arrival. An applicant arriving without applying may be turned away.
- A valid US visa or green card allows a distinct online territorial 30-day-permit workflow, but it is a traveler-specific document condition and still requires an approved permit before travel; it does not change this passport-wide baseline.
