How this access rule is documented

  1. Visa on arrival

Ordinary passports: Angola pre-authorised tourist visa affixed at frontier

Decree 189/23 Article 4 establishes a broad tourist-visa route: the traveller applies through SME, receives electronic pre-authorisation and presents it at the frontier, where the visa is physically affixed to the travel document. Under the issuance-point taxonomy this is visa_on_arrival, not evisa. The cohort excludes current unverified document-recognition/operational cases and preserved-treaty conflicts.

    • Ordinary passport short tourist visits only; not work, study, medical treatment, residence, transit, diplomatic, official/service, emergency or special-document cases.
    • Apply through the official SME channel before travel, obtain the electronic pre-authorisation, present it at the frontier, and receive the visa affixed in the travel document after confirmation.
    • Passport validity must exceed six months; round-trip ticket and an international vaccination certificate are required where applicable.
    • The decision period is no more than three working days. Border admission remains subject to confirmation and other applicable formalities.
    • An alternative simplified consular tourist-visa procedure exists; it does not change the available online-preauthorisation/frontier-issuance route.
    • Article 3(3) preserves treaty and agreement commitments. This policy therefore excludes São Tomé and Príncipe and Zambia while their bilateral ordinary-passport baseline remains unresolved.
