Puerto Rico and U.S. Virgin Islands: Canadian, Compact and U.S. ordinary passports
Federal law explicitly removes the visitor visa requirement for Canadian citizens and eligible FSM/RMI/Palau Compact citizens; U.S. passport holders are not aliens.
- For Canada, the exemption is for Canadian citizens, not Canadian permanent residents; E, K, S and V classifications are excluded.
- For FM, MH and PW, this is an eligible Compact-citizen route, not one for every country-issued document. RMI citizenship/acquisition, passport-sale and adoption exclusions; FSM spouse/child exclusions; and Palau official-passport conditions remain material.
- Inspection, admissibility, work, residence, crew, transit, official/special documents and final admission remain outside these visitor baseline policies.
