Other ordinary foreign passports: advance visitor visa
Every remaining foreign ordinary passport requires a valid visa, and the visitor-visa regulation expressly requires the application before entry for every applicant outside the named arrival cohort.
- This is the express statutory residual: the Act requires a visa for every non-citizen, while Regulation 12(2)(b) requires advance application for every visitor applicant outside the Regulation 16(4) arrival cohort. It is not inferred from omission from a list or application form.
- A visitor visa is a pre-entry visa, not an eVisa. Form 7 permits online lodging, but the Regulations describe an application process and pre-arrival evidence of a granted visa; they do not state electronic visa issuance or create an eVisa category.
- Australia and New Zealand applicants must provide a Nauruan-citizen sponsorship letter. That sponsorship condition is retained and does not create a separate status, exemption, or arrival route.
- Japan, India, and Cuba have only passport-type-limited Schedule 5 waivers; Taiwan has no current Schedule 3 or Schedule 5 ordinary-passport entry route after the 2024 Schedule 3 substitution of the People's Republic of China. These special-document and historical entries do not alter this ordinary-passport policy.
- Media, business, employment, research, residence, dependant, regional-processing-centre, long-term-stay, special-purpose, emergency, transit, crew, and citizenship routes are outside this short-tourist classification. Admission and visa grant remain discretionary under the Act and Regulations.
