    Current official material establishes advance mission processing or issuance for each listed French ordinary-passport visitor route.

    • AF: single-entry visas are issued by Afghanistan’s Embassy in France. KP: visa available through the DPRK General Delegation in France. LY: visa before arrival. SD: prior visa. SY: Syrian diplomatic or consular representation issues the visa. CG: obtain before departure; no arrival visa. SS: airlines may refuse boarding without a pre-departure visa and France-based applicants use the Paris embassy. CF: the CAR Paris Embassy processes the passport and short-stay application. GQ: no arrival visa and the Paris embassy states required documents. GW: French applications go to the Guinea-Bissau Embassy in Paris; its exceptional Bissau-airport route is not the standard France-resident route. LR: France residents apply through the Liberian Embassy. ML: Mali consulates in Paris or Lyon issue it; no arrival visa. NE: prior visa only; no arrival visa.     Dutch ordinary passports: expressly pre-departure mission visas

    Official Dutch guidance establishes a mission application/issuance route before travel for the listed ordinary Dutch-passport visitor cases.

    • AF: apply at Afghanistan's embassy in The Hague. LR: apply at Liberia's embassy in Brussels.
    • BD: the Dutch guidance points to the official portal and Bangladesh Embassy in The Hague; Bangladesh's government portal requires an online form to be printed and taken with documents and fees to a Bangladesh mission or visa office, so the online form is not itself an eVisa.

    Moldova MFA's current ordinary-passport table requires a visa and identifies diplomatic missions as the obtaining method for these destinations.

    • Apply through the relevant diplomatic mission and obtain the visitor visa before departure; this is an advance consular route, not an inference from generic visa wording.
    • Mission operation, invitation requirements, Syrian and Afghan governmental-transition issues, closures, routes through Transnistria, special documents and final admission remain separate.

    Turkish ordinary passports: Afghanistan advance visitor visa

    Türkiye’s Foreign Ministry currently directs Turkish citizens travelling to Afghanistan to obtain the purpose-appropriate visa, including tourist visas, from Afghanistan’s Ankara Embassy or Istanbul Consulate before travel.

    • This is a nationality-specific Turkish-citizen short-visitor rule: obtain the appropriate visa, including a tourist visa, from Afghanistan’s Embassy in Ankara or Consulate General in Istanbul before travel.
    • The current Ankara mission page lists normal processing as five business days and express processing as one day. This timing is service-specific and not a guarantee of issuance.

    Palestinian ordinary passports: 2026 advance-visa visitor cohort

    The State of Palestine's current ordinary-passport schedule labels this exact destination cohort "Visa is required" and separately labels electronic and arrival-issued routes elsewhere in the same schedule. It is normalized as advance visa required.

    • This is the Ministry's ordinary-passport short-visitor baseline. The source separately labels eVisa and visa-on-arrival rows, so a bare "Visa is required" row is not recast as either route.
    • Georgia and Panama have separately stated waivers for holders of specified third-country visas. Those conditional document routes are excluded from this passport-only baseline.
    • Mission availability, passport recognition, individual admission, route, transit, work, residence, diplomatic, official, service and other special-document treatment are outside this policy.

    Seychelles' July 2025 passport-holder schedule expressly requires these destinations to issue a visa before entry, rather than treating an online form or airport process as the visitor baseline.

    Indian ordinary passports: Afghanistan advance visitor visa

    Afghanistan's current Mumbai Consulate requires a visa before travel, expressly excludes Indian citizens from its eVisa route and issues the visitor visa through advance passport processing at the Consulate.

    • Applies to an ordinary Indian passport holder travelling for a short tourist or business visit and applying through the Afghan Consulate in Mumbai.
    • The applicant completes and prints the form, brings the original passport and supporting documents to the Consulate, and later collects the passport with the visa; the page expressly says its electronic-visa route is not for Indian citizens.
    • Afghan dual nationals using a valid Afghan identity card, diplomatic or service documents, work, study, residence, transit, exceptional entry and final admission remain outside scope.

    Current U.S. State Department guidance requires U.S. citizens to obtain an Afghan visa before travel and warns that the de facto authorities may reject visas from Republic-era missions they do not recognize.

    China’s current consular guidance identifies an advance Afghan Embassy visa for Chinese ordinary-passport visitors and separately limits the bilateral waiver to diplomatic passports.

    • The Afghan Embassy in China normally issues a single-entry visa permitting a stay of up to 30 days after the applicant supplies the required passport, identity, application and Afghan invitation documents.
