    Foreign CEMAC ordinary passports: Gabon visa-free short-visitor entry

    Current CEMAC sources identify Gabon and five other Member States and state that Member-State citizens’ visa-free free movement is effective. The Convention describes the tourist free-movement stay and document conditions. This policy maps only the five foreign CEMAC ordinary-passport codes; it does not use a legacy Foreign Ministry register or the eVisa portal to infer other exemptions.

    • Applies only to citizens holding ordinary passports of the five other current CEMAC Member States: Cameroon, the Republic of the Congo, Equatorial Guinea, the Central African Republic and Chad.
    • For tourism, the published Convention describes up to three months and requires the community traveller to produce a valid or recently expired national identity card or passport and an international health booklet. The current Commission account confirms visa-free movement but does not independently restate the duration; verify the Convention’s continuing implementation before relying on that limit.
    • Entry remains subject to applicable border, health, public-order, security and individual-admissibility controls. It does not establish work, residence, transit, crew, diplomatic, official, service, refugee or special-document treatment.
    • The current Gabon Government eVisa notice is limited to air entry at Libreville; it does not change this visa-free CEMAC policy.

    Official guidance identifies an electronic visa issued before travel for the listed German ordinary-passport visitor routes.

    • IQ: federal Iraq ended visa-on-arrival issuance on 1 March 2025 and requires an e-visa before entry; Kurdistan has a distinct e-visa process. CU: the Cuban official tourism portal describes the internet tourist visa replacing the tourist card. GA: the temporary e-visa procedure is only for tourists. GQ: for air entry, an online e-visa is required; land entry requires mission processing. NG: since May 2025 only electronic visas are used, delivered with a QR code by email. TD: the entry visa must be applied for online at least seven days before travel.
    • This excludes separate non-tourist visa categories, route-specific limits, health forms, registration and final admission.

    Official guidance identifies a border-issued visitor visa route for each listed French ordinary-passport destination.

    • DJ: a one-month visa can be obtained at entry, though France Diplomatie also lists a short-stay e-visa route. KM: visa at Moroni airport. TM: airport or port issuance requires the national migration service invitation. GA: obtain the DGDI travel-authorisation receipt before flying to Libreville Léon-Mba airport; the visa sticker and payment occur on arrival. CI: online registration and payment precede visa issuance at Abidjan airport. BD: eligible travellers apply online before departure and receive the visa at arrival for up to 30 days. KH: tourist visas are available directly at all international air, land, sea and river borders.
    • GA, TM, CI and BD are visa_on_arrival because the visa itself is issued at the border after an online or pre-authorisation step. This excludes final admission and route-specific exclusions.

    • LY: the official Libyan eVisa introduced in July 2026 is stated as valid for 30 days. IQ, CU and GA: Dutch guidance directs ordinary Dutch-passport holders to named government eVisa systems. NG: the guidance expressly identifies Nigeria Immigration Service's eVisa route as an alternative to embassy processing.
    • IQ Kurdistan-region procedures and Erbil airport issuance are distinct from the federal-Iraq eVisa baseline. Route-specific purpose, passport, preapproval, document, health, carrier and final-admission conditions remain applicable.

    Macao DSI lists Gabon in its e-visa field for the Macao SAR Passport, but Gabon's DGDI says the prior electronic travel authorization is followed by delivery of the visa sticker on arrival.

    • The DGDI exemption table expressly gives each of Morocco, Mauritius and South Africa the passport types 'Ordinary Passport, Diplomatic Passport, Service Passport'. This policy is confined to ordinary passport holders and does not derive a waiver from reciprocal treatment or a diplomatic/service-only agreement.
    • The service describes bilateral-agreement exemptions. Applicable admissibility, passport-validity, health, border, purpose, residence, work, transit, crew, and special-document rules remain separate.
    • CEMAC ordinary-passport exemptions and Gabon citizenship are outside this exact residual queue and are not duplicated here.

    For the other 182 verified residual ordinary-passport codes, the authenticated DGDI service requires online travel authorisation before flying but issues and takes payment for the visa sticker on arrival. The normalized route is visa on arrival, not a pre-travel electronically issued visa.

    • The live DGDI catalog provides a normal selectable country record for each of these 182 passport nationalities and its exemption table lists none as an ordinary-passport exemption. The portal directs non-exempt applicants through its online visa process and requires a Travel Authorization Receipt before travel.
    • This is not a genuine pre-travel eVisa issuance: the service says payment occurs on arrival when the eVisa sticker is delivered. The online authorisation is a prerequisite to the border-issued visa, so the normalized status is visa_on_arrival.
    • The Government's current notice limits this route to air travel through Libreville Léon-Mba International Airport. It does not establish a land, sea, work, residence, transit, crew, diplomatic, official, service, refugee, or special-document route.
    • The DGDI host currently omits a trusted TLS issuer chain. The Government notice directly authenticates the host and the leaf certificate covers it, but the service must be rechecked when its normal secure chain is restored; do not rely on a browser certificate override as independent verification.

    • A Travel Authorization Receipt is required before departure, but payment and physical visa-sticker delivery occur on arrival; this is not a pre-travel electronically issued visa.
