    Covered EU ordinary passports gained Timor-Leste short-stay access

    The reciprocal EU–Timor-Leste agreement is provisionally applied from 2015-05-28 and formally in force from 2022-05-01.

    • The waiver is limited to valid ordinary passports and short stays of no more than 90 days in any 180-day period.
    • Paid activity is excluded, and ordinary entry conditions and refusal powers continue to apply.
    • Ireland is outside the agreement.

    United States ordinary passports: tourism visa exemption

    Current official traveller guidance expressly identifies United States nationals as subject to a visa-exemption arrangement when travelling for tourism.

    • The exemption is expressly stated for tourism. It does not establish visa-free business, work, residence, transit, study, media, volunteer, diplomatic, official, service or special-document access.
    • The statement appears in current air-or-sea arrival guidance. It does not independently establish a separate land-border entitlement or remove normal documentary, health, security and individual-admissibility checks.
    • The statutory 30-day tourist-visa duration does not itself specify the stay length of the exemption; comply with the entry permission actually granted and any current Immigration conditions.

    Other foreign ordinary passports: Dili airport or seaport visa on arrival

    The current Customs Authority page states that nationals of other countries may apply for a visa on arrival only at Dili International Airport or Dili Sea Port. This residual policy excludes the operative EU–Timor-Leste waiver cohort.

    • For every listed foreign passport not separately exempt, the current ordinary visitor route is a visa application on arrival only at Dili International Airport or Dili Sea Port. This policy is not a nationwide or land-border VOA finding.
    • Indonesian nationals may apply on arrival at any border post, including land crossings, Dili International Airport and Dili Sea Port. All other listed passports arriving at a land border must first obtain a Visa Application Authorization, present it to Immigration, and then receive a visa on payment; this advance-authorisation route is not normalized as eVisa or an unrestricted VOA.
    • The current page requires an arrivals card, genuine tourist or business purpose, sufficient funds, accommodation arrangements, a travel document valid at least six months with an unused visa page, onward/return arrangements, and USD 30 cash. Immigration may refuse applicants who do not meet requirements.
    • The Act gives tourist visas a 30-day validity, single entry, and one equal extension; a trip to or from Oe-Cusse Ambeno permits multiple entries. Tourist visas do not authorize professional activity.
    • Does not decide residence, work, business class II, transit, airport-transit, Oe-Cusse border-pass, visa-support/advance mission procedure, diplomatic, official, service, special-document, citizenship, security, health, criminal-history or case-specific admission treatment.

    EU ordinary passports: reciprocal short-stay visa waiver

    The operative EU–Timor-Leste agreement waives a Timor-Leste visa for ordinary passports of EU Member States except Ireland, and takes precedence over bilateral arrangements within its scope.

    • Valid ordinary passport; stays in Timor-Leste may not exceed 90 days in any 180-day period.
    • Paid activity is excluded. The agreement does not establish work, residence, long-stay, diplomatic, official, service or special-document treatment.
    • The waiver applies regardless of transport mode. Entry and short-stay conditions, individual refusal, and other admissibility requirements remain applicable.
    • The EU agreement takes precedence over bilateral agreements or arrangements on matters it covers; the Customs page's narrower named list does not displace this operative treaty cohort.

    The Immigration and Asylum Act expressly regulates the entry and exit conditions of Timor-Leste nationals separately from foreigners, supporting the same-country citizenship classification.

    • This is a nationality/citizenship classification, not foreign visitor-visa evidence.
