One group agreement or destination policy can support many passport relationships. Dates are recorded only when an official source establishes them.

    Named foreign nationalities: visa-free short visits

    Uganda's live NCIC schedule expressly says nationals of these 40 listed countries or regions do not require a visa. The classification is visa_free, not a visa on arrival.

    • The current NCIC schedule frames the exemption as visa-abolition agreements. It does not publish a common ordinary-visitor duration, purpose or work entitlement; confirm the admission stamp and agreement-specific conditions at entry.
    • The archived 2021 visa-prone notice has a different 39-country list: it includes AO, CU and LY, but not the live schedule's CD, MZ, AE or HK. The live NCIC schedule controls current nationality scope; the 2021 notice supports online-processing mechanics only.
    • For EAC travel, the Kigali High Commission says Rwanda and Kenya citizens may enter with a valid national identity card or e-passport; Burundi and Tanzania citizens are exempt with a valid e-passport or laissez-passer. This ordinary-passport policy does not convert those alternative documents into a residence right.
    • A visa-exempt national holding a valid Conventional Travel Document is also exempt from the online visa requirement. Treatment of other refugee, alien, emergency or special documents is not established here.
    • The NCIC page separately exempts diplomatic/official passports of DZ, CU, EG, ET, IN, IR, RU, SN, ZA, TR (diplomatic only), VE and VN, plus named international-organization laissez-passers on official business. Those exceptions do not broaden ordinary-passport access.
    • Valid Kenya, Rwanda or Uganda resident-permit holders travelling within those territories can obtain an InterState Pass at entry; that residence exception does not apply to travel into Uganda from outside Kenya or Rwanda.
    • Visa-free status does not authorize employment, study, residence, work, crew, transit, diplomatic/official travel, East African Tourist Visa travel, or otherwise inadmissible entry.

    Other foreign ordinary passports: advance electronic visitor visa

    The live complete no-visa schedule identifies the ordinary foreign passports that do not need a visa. For the remaining ordinary foreign passports, NCIC's online process requires a Travel Authorization/Visa Approval Letter before travel and does not issue normal visas on arrival; the complement is normalized as evisa.

    • Apply through visas.immigration.go.ug and obtain the Travel Authorization/Visa Approval Letter before boarding. The 2021 NCIC notice says there are no normal visas issued on arrival; the current Abuja High Commission page says all visa applications use the same electronic system. This is evisa rather than eta or visa_on_arrival.
    • The changed 2021 nationality list is not used to construct this complement: current scope comes from the live 40-country NCIC schedule, while the 2021 notice only corroborates the online approval and no-visa-on-arrival process.
    • The ordinary/tourist single-entry route covers tourism, medical treatment and family visits; it may be granted up to three months. The published fee is USD 50, approval is valid 90 days, and the initial period may be extended by another 60 days in two intervals.
    • Use a passport valid at least six months and upload the passport biodata page, itinerary/tour plan, recent photo and accommodation evidence; purpose-specific invitations/status documents and yellow-fever evidence may be required.
    • Carry the approval letter, passport, payment evidence and uploaded documents to border control for biometric capture. Approval does not guarantee admission; immigration decides at entry.
    • Transit is a separate online visa capped at seven days and non-extendable. The East African Tourist Visa and employment, residence, student, dependant and special passes are distinct routes.
    • This complement excludes named nationality exemptions, qualifying CTDs, EAC identity-card/e-passport or laissez-passer travel, EAC-resident InterState Passes, diplomatic/official passports, international-organization laissez-passers, British military personnel and specifically authorized temporary operational exceptions.
