    The current Ministry of Interior schedule expressly marks these ordinary passports as needing a visa or, for passport issuers not in its named exemption list, applies its explicit rule that the remaining countries need a visa.     Uruguay's Foreign Ministry supplies a one-way return travel document to Uruguayan nationals or legal citizens whose travel document is unavailable. An ordinary Uruguayan passport therefore represents citizenship, not a foreign visitor-visa route.
