The current IPNA nationality eligibility dataset lists Visit Visa for every catalog passport code in this policy; the published route requires pre-travel approval and an embassy or consulate visa sticker, so it is normalized as visa_required rather than a true eVisa or a general visa on arrival.

• The exact policy scope is the 196 catalog codes in the live eligibility dataset that display Visit Visa; Israel and Kosovo are deliberately excluded because neither appears in that dataset.
• This is an online-portal application and approval workflow, but the published Visit Visa terms say the final visa sticker is issued by a Yemeni embassy or consulate abroad after Immigration, Passports and Nationality Authority approval; do not normalize it as eVisa.
• For the published Visit Visa, an applicant needs a request from a Yemeni or foreign resident host able to accommodate and support the visitor and undertaking departure; round-trip tickets are required.
• The portal requires the host request, a passport data page valid at least six months, an official health certificate showing no infectious disease, a departure undertaking, and documents for the stated purpose (kinship, treatment, study, or request).
• The published Visit Visa terms do not state an initial permitted stay. They do not authorize work, residence, entry after denial, or admission despite security, health, document, or border-control concerns.
• The portal separately publishes group-tourist and urgent-tourist routes. Group tourism requires accredited agencies and at least ten people; urgent tourist visas are granted as stickers at border crossings only after Authority approval and an accredited Yemeni tourism-agency request. Neither establishes nationality-wide ordinary visa-free or visa-on-arrival access.
• The separate 72-hour transit visa requires onward nationality/residence or an onward entry visa plus confirmed travel. Crew, diplomatic/official, family, work, exit/re-entry, residence, and special visas have their own terms and are not generalized here.
• The MFA announcement says the system connects Authority branches, official land, sea, and air ports and missions.
