Dominican Republic ordinary passports: Moldova foreign-document waiver or advance eVisa

The Romanian MFA schedule requires Dominican Republic citizens to hold a visa unless they hold a qualifying valid foreign visa or residence permit. The official electronic service issues type-C tourist and private-visit visas as PDFs before travel. The English exemption entry is a naming discrepancy with the Romanian entry for Dominica, not affirmative Romanian evidence of an unconditional Dominican Republic waiver.

  • Scope is a Dominican Republic citizen travelling on an ordinary national passport for a short tourist or private visit; Dominica is a different nationality and is not included in this candidate.
  • Footnote 2 exempts holders of a valid residence permit or visa, excluding a transit visa, issued by an EU Member State, a Schengen state, the United Kingdom of Great Britain and Northern Ireland, the United States of America or Canada; travel is permitted during that document's validity.
  • Without the qualifying document-based exemption, the Romanian schedule explicitly lists the Dominican Republic as visa-required. The official eVisa FAQ permits foreign visa applicants to request a type-C visa for tourism or private visits, with PDF issuance on approval and a printed visa presented with the travel document at the border.
  • The electronic application entails completing the application, uploading supporting documents, paying the fee and receiving the approved PDF before travel; mere portal access or appearance in a selector is not used as eligibility proof.
  • The tourist visa requirements include a passport issued within the preceding ten years and valid for at least three months beyond intended departure, accommodation evidence, return travel evidence, sufficient means and medical insurance. Invitation requirements apply where the authority requires them.
  • The central English page still misaligns the exempt nationality with the Romanian counterpart. The current consolidated Law 257/2013 could not be opened, so the linguistic reconciliation remains an evidence-based interpretation and confidence is medium.
  • No passport-wide rank status, effective date or allowed-stay number is asserted. This conditional record remains paired with an unresolved exact cell.

Moldova's Romanian Foreign Ministry list distinguishes the visa-required Dominican Republic from visa-exempt Dominica; the English page still duplicates the Dominican Republic name. The Romanian required-list footnote waives qualifying foreign visa or residence-permit holders, while the official eVisa service issues approved type-C tourist visas as PDFs.
