    Kosovo biometric ordinary passports: EU short-stay visa-free entry

    Binding EU law exempts holders of ICAO-compliant biometric passports issued by Kosovo from the visa requirement for the listed Member State short visits.

    • This is limited to an ICAO-compliant biometric passport issued by Kosovo. Regulation (EU) 2023/850 transferred Kosovo to Annex II and the exemption applied from 1 January 2024 because ETIAS had not begun operation first.
    • It is a short-visitor visa-waiver baseline only. It does not establish ETIAS timing, work, residence, study, transit, special documents, carrier requirements, national entry conditions, or final admission.
    • Ireland is deliberately excluded: the EU visa-list Regulation does not establish Ireland's separate national visa policy.
