    Rwanda: universal ordinary-passport visa on arrival

    DGI states that citizens of every country may receive a visa on arrival without applying before travel.

    • Applies to foreign ordinary-passport holders visiting Rwanda where nationality is the only modelled basis.
    • DGI states citizens of all countries may obtain a visa on arrival without prior application; its online and diplomatic pre-departure application routes are optional alternatives, not a nationality-wide eVisa requirement.
    • A genuine, acceptable travel document valid for at least six months, vaccination requirements, sufficient funds and final immigration-admissibility assessment remain required.
    • DGI describes fee-free arrival visas or passes for some regional, organisation-member and named-nationality cohorts; a fee waiver does not establish no-visa admission.
    • Does not decide citizenship, residence-based access, work, study, long-stay, transit, crew, diplomatic, official, special-document or case-specific entry rules.
