Madagascar: short-stay visa on arrival for foreign ordinary passports

Madagascar requires every non-Malagasy nationality to hold a visa but permits the short-stay visa process at international airports and ports, with online pre-application as an optional alternative.

    • Ordinary-passport tourism and other eligible non-immigrant short visits only. The reviewed Embassy guidance says every non-Malagasy nationality needs a visa and describes the short-stay visa as available at Madagascar's international airports and ports.
    • The Ministry of Tourism says a single-entry stay visa may be requested at the arrival airport or online. Because no advance authorisation is necessary when using the arrival route, this policy is normalized as visa on arrival rather than eVisa.
    • Decree No. 2017-1021 applies the eVisa system to every foreign non-immigrant and permits instructions online or at arrival. An online landing authorisation is not a travel document or a guarantee that the border visa will be granted.
    • Current consular requirements include a completed form, recent photographs, an ordinary passport valid more than six months after the return date with at least two blank pages, return travel, accommodation, and payment of the applicable visa fee.
    • Short-stay visas may be extended only within a cumulative 90-day maximum, are not convertible to long-stay status, and do not authorize paid or profit-making activity.
    • Yellow-fever certification may be required after recent presence in an infected country. Border officers retain admissibility authority.
    • Does not classify immigration, residence, employment, study exceeding short-stay scope, transit without border clearance, crew, diplomatic, official, service, emergency, refugee, stateless or other special-document cases.
