    Nauru ordinary passport: advance visa required pending EU waiver agreement

    Nauru remains subject to the French short-stay visa requirement because its Annex-II exemption is conditional on an EU–Nauru waiver agreement that is not concluded.

    • This is a French/Schengen advance-visa requirement applied in Monaco under the France–Monaco short-stay convention, not a separately issued Monegasque visitor visa.
    • Nauru's Annex-II listing does not currently create a waiver: the Regulation's footnote makes it conditional, and the Council says the agreement remains unconcluded.
    • No Monegasque eVisa, ETA or visa-on-arrival route is established by the reviewed official sources. Final French and Monaco admission decisions remain separate.
