    India: Nepalese and Bhutanese ordinary passports exempt on stated routes

    The 2025 Exemption Order exempts Nepalese and Bhutanese citizens from the passport/visa requirement on their own-border routes, and on other stated routes when holding a valid passport.

    • The order covers entry by land or air over the Nepal or Bhutan border.
    • For entry from or to another place, the person must possess a valid passport; the order excludes travel from China, Macao, Hong Kong, or Pakistan from that limb.
    • Ordinary-passport nationality result only; do not generalize to diplomatic, official, service, transit, crew, residence, employment, security, protected-area, or case-specific admission.
