Foreign ordinary passports: mandatory electronic travel authorization
The SCAA AIC introduced eTA for foreign passports; the later current SCAA AIP states that all arriving passengers must obtain eTA and all visas are issued online. The later all-arrivals rule controls because it does not reproduce the earlier named exceptions.
- Apply through the Electronic Travel Authorization System before travel and present a valid eTA; the current AIP says all arriving passengers must do so, and the AIC warns that failure where required may result in denial of boarding or entry.
- ICA describes tourist visa as one of its entry-permit categories and says the permit may be a letter, stamp or sticker. The eTA rule does not establish stay duration, entry count, fee, work, residence, business-only, transit, crew, diplomatic, official, service, UNLP, multiple-visa, residence-permit or other special-document routes.
- The earlier 3 September 2025 AIC names Rwanda/Malaysia as visa-free and eleven ordinary-passport nationalities as visa-on-arrival. The later current AIP, effective 27 November 2025, instead says all visas are issued online and all arriving passengers need eTA, without preserving an exception list. This temporal official-source conflict is resolved conservatively in favour of the later all-arrivals operational rule and requires recheck.
