Guam and CNMI: eligible Freely Associated State citizen Compact no-visa route
Current U.S. State Department Compact guidance establishes visa-free U.S. entry for eligible FSM, Marshall Islands and Palau citizens. The ordinary-passport visitor route for Guam and CNMI is normalized as visa_free.
- This policy is for citizens eligible under the respective Compact, travelling on a valid national ordinary passport; CBP inspection, I-94 documentation, admissibility and the territorial scope remain material.
- FSM alien spouses or children do not share the privilege. RMI eligibility varies with citizenship/acquisition, relationship and purpose; adoption and citizenship/passports acquired through investment/passport-sale programs are excluded. Palau’s privilege generally does not extend to alien spouses/children and official-passport official travel can require a visa.
- These Compact residence, study and employment privileges do not make a third-country holder, a resident/document route, a special passport or a parole/crew/transit case passport-wide visitor access.
