Ordinary passports outside the statutory visa-national schedule
The 2025 Ordinance replaces the visa schedule and subjects passports issued by its listed countries and territories to a visa requirement. For the ordinary-passport nationalities omitted from that exhaustive passport-nationality schedule, no visitor visa is required; a separate visitor permit remains mandatory for admission.
- This is a visa exemption only: every ordinary short visitor remains subject to a visitor permit and the Immigration Officer's admission decision.
- A visitor permit is normally stamped and applied for on arrival; it is not a visa on arrival or an electronic travel authorisation.
- A permit issued without referral is normally valid for up to one month; longer stays require the published advance/referral process.
- Visitors must show onward travel or funds, booked accommodation, sufficient funds, and medical-evacuation insurance; visitor-permit holders may not take employment.
- This nationality baseline does not displace the statute's separate transit, emergency, UN travel-document, permit-holder, right-of-abode, watch-list, document, purpose, or individual-admission rules.
