Russian and Spanish ordinary passports: visa waiver
The current statutory visa-waiver schedule names Russia and Spain without a passport-type limitation, unlike its expressly limited diplomatic, official, service, or public-affairs entries.
- The Regulations exempt a national of a listed visa-waiver-agreement country only for the period and circumstances specified in the relevant agreement. Neither a duration nor agreement-specific eligibility conditions are reproduced here.
- The schedule expressly limits Japan, China, India, and Cuba to specified diplomatic, official, service, or public-affairs passport categories. Those limitations are preserved and do not create ordinary-passport waivers for those codes.
- This does not establish treatment of residence, employment, media, research, transit, crew, emergency, special-purpose, refugee, or other special-document routes.
