   Guam and CNMI: remaining foreign ordinary passports require advance visa

   For every remaining catalog foreign ordinary passport not affected by the current proclamation and after the separate Bahamian, Canadian, Compact, federal VWP, G-CNMI and PRC-CNMI exceptions are removed, current 8 CFR 212.1 applies its general requirement to present a valid visa.

   • This is the ordinary short business/pleasure nationality baseline, not a finding that every person holding the passport lacks a valid U.S. visa or other immigration status.
   • Valid U.S. visas, lawful permanent residence, advance parole, humanitarian or individual documentary waivers, visas for transit/crew/work/study/residence, diplomatic/official/special passports and inadmissibility remain distinct conditional cases.
   • The rule never treats a residual passport as eligible for G-CNMI, federal VWP/ESTA, Compact or CNMI EVS-TAP merely by omission.
   • The catalog passports affected by Presidential Proclamation 10998 are deliberately unresolved because current entry and visitor-visa restrictions and their historic-visa, dual-national and other exceptions cannot be represented by one passport-wide access category.

   Northern Mariana Islands: explicit residual visitor-visa baseline

   The current federal documentary regulation expressly requires a valid visa unless a named exception applies; this cohort is outside CNMI’s federal no-visa, VWP/ESTA, G-CNMI and EVS-TAP passport cohorts.

   • This ordinary short-visitor baseline requires a valid unexpired U.S. nonimmigrant visa and passport. Qualifying residence, special-document, crew, transit, emergency-waiver and individual immigration routes are not normalized.
   • No eVisa, routine visa-on-arrival or universal electronic authorization is established. Consular issuance and final CBP admission remain required.
