Guam and CNMI: qualifying Bahamian preclearance no-visa route
Current 8 CFR 212.1 provides a narrow no-visa exception for a qualifying Bahamian traveller examined by U.S. immigration officers in the Bahamas before direct travel. The project normalizes that conditional ordinary-passport route as visa_free, consistently with its existing U.S. destination evidence.
- The exception is not general visa-free travel: it depends on Bahamian residence/citizenship documentation, prior U.S. immigration examination in the Bahamas and travel on the qualifying inspected route.
- A traveller outside those conditions can require a U.S. visitor visa. Residence, work, study, transit, crew, diplomatic, official, special-document and final-admission cases remain separate.
