Named ordinary passports: fee-exempt visitor visa on arrival
The named Schedule 3 nationalities may request the visitor visa on entry without completing an application form; this is a border-issued visitor visa, not visa-free admission.
- Regulations 5(4) and 12(2)(a) allow a national covered by Regulation 16(4) to request a visitor visa on entry without any application form. Schedule 3 identifies these fee-exempt nationalities; Russia is excluded here because its separate waiver is the easier route.
- Visitor visas are for holiday, visiting friends or relatives, listed meetings, cultural or sporting activities, or another purpose the Director considers appropriate; they are single-entry and may not exceed three months.
- The applicant must hold an onward ticket and required destination documents, have no expected condition breach, and show support if requested. The visitor route excludes business-visa activities and non-normal religious activity.
- China's Schedule 5 waiver is expressly limited to diplomatic, service, or public-affairs passports. It does not displace the ordinary Chinese passport's Schedule 3 arrival-visitor-visa route.
- Cook Islands and Niue are named in Schedule 3 but are outside this repository's 199-passport manifest; no relationship is invented for either.
