PICA-listed ordinary passports: visa at port of entry
PICA expressly says that these nationalities require a visa but may obtain it at the port of entry; this is normalized as visa on arrival, not visa-free or eVisa.
- This route is limited to the PICA rows that literally state a visa may be obtained at the port of entry. It is not a general online-visa or prior-approval route.
- Taiwan's row requires an Affidavit of Identity in addition to the port-of-entry visa. PICA's page separately says that holders of other accepted non-passport travel documents generally require a visa.
- MFAFT says port-of-entry visa applicants must satisfy immigration authorities of their bona fides; its published checklist includes a valid passport, onward or return ticket and sufficient funds/accommodation. Admission remains for the immigration officer to decide.
- The policy does not establish diplomatic, official, refugee, alien-document, residence, work, study, crew, transit, or any unlisted-special-document treatment.
