    Jamaican nationals: outside foreign visitor-visa scope

    PICA's country table governs foreigners and Commonwealth nationals entering Jamaica, not Jamaican nationals.

    • This citizenship classification does not establish a particular traveller's document, carrier, dual-nationality, departure, residence, or admissibility treatment.
    • It must not be read as resolving entry when a dual Jamaican national presents another country's ordinary passport.

    PICA-listed ordinary passports: visa exemption for a short visit

    PICA's live country table expressly marks these ordinary-nationality cohorts as not requiring a visa for entry to Jamaica; the stated duration and permitted short-visit purpose vary by row.

    • This is a nationality-specific ordinary short-visit exemption, not a finding that every PICA-listed document is visa-free. The exact table rows set differing stays and purposes: many state 30 or 90 days, the United States row states six months, and China and Macao are tourism-only examples.
    • PICA attaches health-document conditions to Estonia, Latvia, Lithuania and Slovenia, and attaches yellow-fever proof conditions to Bolivia, Paraguay and Peru. Those document conditions remain applicable and do not change the normalized visa-free status.
    • The specific Dominican Republic and Ireland rows also cover ordinary, diplomatic and official passports for stated tourism, business, cultural, transit, official, or diplomatic purposes. This policy only models the ordinary-passport short-visitor part of those rows.
    • A visa exemption neither authorizes work, residence, study, crew duties, nor overrides any purpose-specific requirement. It does not establish treatment of diplomatic, official, emergency, refugee, alien, certificate-of-identity, laissez-passer, military, seaman, or other non-ordinary documents.
    • MFAFT states that an immigration officer at the port of entry has final authority. Travellers must also use a valid, approved travel document; the embassy guidance adds passport validity for the visit and yellow-fever evidence when travelling from or through a WHO risk country.

    PICA-listed ordinary passports: visa at port of entry

    PICA expressly says that these nationalities require a visa but may obtain it at the port of entry; this is normalized as visa on arrival, not visa-free or eVisa.

    • This route is limited to the PICA rows that literally state a visa may be obtained at the port of entry. It is not a general online-visa or prior-approval route.
    • Taiwan's row requires an Affidavit of Identity in addition to the port-of-entry visa. PICA's page separately says that holders of other accepted non-passport travel documents generally require a visa.
    • MFAFT says port-of-entry visa applicants must satisfy immigration authorities of their bona fides; its published checklist includes a valid passport, onward or return ticket and sufficient funds/accommodation. Admission remains for the immigration officer to decide.
    • The policy does not establish diplomatic, official, refugee, alien-document, residence, work, study, crew, transit, or any unlisted-special-document treatment.

    PICA-listed ordinary passports: visa required before travel

    PICA's current country table requires a visa for these ordinary-passport cohorts and does not give them the port-of-entry visa route; the MFAFT-hosted Immigration Unit listing expressly supplies Timor-Leste as PTA.

    • For Albania, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Honduras, Kazakhstan, Moldova, Montenegro, North Macedonia, Romania and Serbia, PICA's country-specific text gives a narrow visa waiver for a tourist stay of 30 days or less only when the traveller holds the named valid United States, Canadian, United Kingdom or Schengen visa, with listed vaccination evidence where required. That is a third-country-document condition, not passport-wide visa-free access or a Jamaican visa on arrival.
    • Kosovo's PICA row requires both a visa and an Affidavit of Identity. Haiti and Cuba retain the table's diplomatic/official passport exceptions, which do not alter their ordinary-passport prior-visa classification.
    • The current PICA row for the United Arab Emirates says visa required. A 2019 MFAFT announcement described an interim UAE port-of-entry arrangement pending an online system; the later live PICA table is used as the current operational rule, and this historical discrepancy is retained in the related snapshot conflict.
    • MFAFT instructs a person whose passport nationality requires a visa to apply at the Jamaican consular post where they live or the nearest one. Visa possession does not guarantee admission; purpose, work, residence, transit, document and immigration-admissibility rules remain separate.
    • MFAFT separately says a person visiting as part of a cruise does not need a visa, while an unrecognised-country national needs an Affidavit of Identity. This travel-mode or document exception is not a passport-wide ordinary visitor status and does not change this cohort.
    • No generic eVisa or ETA is inferred from the availability of consular processing. This policy does not establish treatment of special, diplomatic, official, refugee, alien, emergency, travel-document, crew, or resident classes.

    Palestinian ordinary passports: 2026 advance-visa visitor cohort

    The State of Palestine's current ordinary-passport schedule labels this exact destination cohort "Visa is required" and separately labels electronic and arrival-issued routes elsewhere in the same schedule. It is normalized as advance visa required.

    • This is the Ministry's ordinary-passport short-visitor baseline. The source separately labels eVisa and visa-on-arrival rows, so a bare "Visa is required" row is not recast as either route.
    • Georgia and Panama have separately stated waivers for holders of specified third-country visas. Those conditional document routes are excluded from this passport-only baseline.
    • Mission availability, passport recognition, individual admission, route, transit, work, residence, diplomatic, official, service and other special-document treatment are outside this policy.
