PP 10998 full ordinary-visitor entry suspension
PP 10998 fully suspends the specified nationals' and Palestinian Authority document holders' ordinary visitor entry and visa issuance, subject to its express grandfathering and exceptions.
- The suspension took effect at 12:01 a.m. EST on 2026-01-01 and applies only to people outside the United States then who lacked a valid visa; PP 10998 does not revoke earlier visas.
- Categorical exceptions include lawful permanent residents, specified diplomatic or official visa holders, qualifying special immigrant visas, and certain major-sporting-event participants.
- The immigrant-visa exception for ethnic and religious minorities facing persecution in Iran applies only to the Iran relationship.
- A dual national is outside the restriction when travelling on a passport issued by a country not designated by PP 10998.
- The Attorney General, Secretary of State, or Secretary of Homeland Security may grant an individual critical-national-interest or national-interest exception under the proclamation.
- The proclamation does not limit asylum, refugee status, withholding of removal, or Convention Against Torture protection under United States law.
- For PS, the full restriction attaches to travel on Palestinian Authority-issued or -endorsed travel documents, not nationality alone.
